Since the 1980s,globalization and its effects on development in Kenya have had mixed returns;key among them was an accelerated momentum to recognize citizen contribution to planning for their development and also citizen involvement in resource mobilization for *** this regard,the country adopted policies which included decentralized development through the District Focus for Rural Development,introduction of cost-sharing in the Education and Health sector,among other *** the 1990s,the Kenya government implemented another wave of reform driven by global realities of concern for increased development funding matched with decreasing wage *** towards reducing the wage bill included public service staff reductions and payroll cleansing especially in local *** of the key lessons from these reform approaches was that,without elaborate stakeholder involvement and ownership of the development agenda,the reform initiatives were achieving negligible returns to ***,the next phase of reforms started in 2003 focused primarily on citizen engagement,public private sector partnerships and civil society active participation in reforms targeting the key pillars of public administration in Kenya,namely:(1) Institutional strengthening across the public sector(2) Governance,law and Order(3) Information management(4) Public Service accountability to citizens(5) Strengthening Public Sector Integrity(6) Political restructuring through new constitutional dispensation(7) Public Private sector congruence for development The experiences,successes and challenges realized in these new reform initiatives shall be the focus of my *** particular,I shall provide personal insights based on my experience as a public administrator,public officer,researcher,trainer and consultant in public administration,management and *** over 20 years,I have lived the reform waves in Kenya and can witness how increased citizen participatio

Beyond KRAS:Predictive factors of the efficacy of anti-EGFR monoclonal antibodies in the treatment of metastatic colorectal cancer

In a Wireless Mesh Network(WMN),the convenience of a routing strategy strongly depends on the mobility of the intermediate nodes that compose the *** this behaviour into account,this paper presents a routing scheme that works differently accordingly to the node *** this sense,a proactive routing scheme is restricted to the backbone to promote the use of stable ***,the reactive protocol is used for searching routes to or from a mobile *** approaches are simultaneously implemented in the mesh nodes so that the routing protocols share routing information that optimises the network *** at guaranteeing the IP compatibility,the combination of the two protocols in the core routers is carried out in the Medium Access Control(MAC)*** contrast to the operation in the IP layer where two routing protocols cannot work concurrently,the transfer of the routing tasks to the MAC layer enables the use of multiple independent forwarding *** results show the advantage of the proposal in terms of packet losses and data delay.

Repeatability of in-vitro optical quality measurements of intraocular lenses with a deflectometry technique effect of the toricity

AIM： To evaluate the repeatability of an optical device for measuring the Zernike coefficients of toric intraocular lenses（IOLs） and assess whether its toricity has any impact in its repeatability. METHODS： An experienced technician used the NIMO TR1504 to measure the Zernike coefficients 30 times for an aperture of 4.50 mm for all lenses included. The IOLs included were divided into two group： toric and nontoric ones. The cylindrical powers of the toric lenses included in the present study were 1.00, 1.50, 2.25, 3.00 and 3.75 D. Finally, the repeatability of the NIMO TR1504 was described in terms of within subject standard deviation（Sw） and repeatability limit. RESULTS： The Sw was smaller than 0.011 μm for both lens groups and all Zernike coefficients, and the difference between both groups was smaller than 0.004 μm for all Zernike coefficients. Regarding the repeatability limit, this value was smaller than 0.025 μm for the toric lens group, and smaller than 0.031 μm for the non-toric lens one for all Zernike coefficients. Furthermore, the maximum difference between both lens groups was 0.010 μm. CONCLUSION： The repeatability of the NIMO TR1504 to measure the optical quality is high and independent of the lens toricity. These results reflect that this system is robust and could be used to measure the in-vitro optical quality of either toric or non-toric IOLs.

Optical coherence tomography （OCT） has gained considerable attention in interventional cardiovascular medicine and is currently used in clinical settings to assess atherosclerotic lesions and to optimize stent placement. Artery imaging at the cellular level constitutes the first step towards cardiovascular molecular imaging, which represents a major advance in the development of personalized noninvasive therapies. In this work we demonstrate that cardiovascular OCT can be used to detect individual cells suspended in biocompatible fluids. Importantly, the combination of this catheter-based clinical technique with gold nanoshells （GNSs） as intracellular contrast agents led to a substantial enhancement in the backscattered signal produced by individual cells. This cellular contrast enhancement was attributed to the large backscattering cross-section of GNSs at the OCT laser wavelength （1,300 nm）. A simple intensity analysis of OCT cross-sectional images of suspended cells makes it possible to identify the sub-population of living cells that successfully incorporated GNSs. The generalizability of this method was demonstrated using two different cell lines （HeLa and Jurkat cells）. This work provides novel insights into cardiovascular molecular imaging using specifically modified GNSs.
