技术重塑治理关系与数字治理“内卷化”——以“12345”热线驱动市域治理为例

目前,推动来自数据资源的技术驱动与政府行政体系融合,已成为推进国家治理体系和治理能力现代化的应有之义。数字治理对民众和政府具有双向赋能意义,但需要有效协同数字技术与科层体制之间的关系、平衡多元治理主体之间的关系,避免陷入数字治理“内卷化”的困境。以A市“12345”热线驱动市域治理为例,数字治理的“内卷化”生发于数字信息在行政体制内运行的不同阶段。在诉求信息输入阶段,信息传播的跨时空性使群众从逐级传递变为直接面对上级政府,上级政府实现对诉求处理全流程的监督和考核,形塑了去中间化治理主体关系,导致治理内容、数量和成本不断增长,同时基层政府自主治理的空间减少。在诉求信息筛选阶段,现实诉求以简化和标准化的信息形式在热线数字系统中闭环流转,治理实践中诉求解决的情境关系出现脱域。原先可以在治理情境中被识别的不合理诉求和反复提交的诉求,伪装成单一诉求从而突破原有治理结构的抑制,挤占了大量的治理注意力和治理资源,破坏原有的治理传统与治理规则,造成“无理”诉求工单在热线系统中的空转。在诉求信息处理或执行阶段,受到科层压力与信息传递的乘数效应影响,诉求治理的责任关系发生改变,基层组织由于压力过载产生目标替代行为。数字治理“内卷化”是数字技术逻辑对治理逻辑与治理关系的改造,使数字技术从辅助治理的工具手段转变为主导基层工作的关键变量。数字技术对治理的反噬后果,不仅表现为治理效能的低效增长,还体现在工具理性思维对人本思维的侵蚀与替代。破解数字治理的“内卷化”问题,需要审视数字技术引发的治理关系变革,发挥数字信息在治理体系与治理能力现代化中的支撑作用,在市域层面重点发挥数据挖掘的决策辅助功能,厘清各个治理主体关系责权利边界,避免数字化的过度监督。数字治理要辅助场景式治理,重点激发基层组织和群众的主体性。

抛浆除鳞工艺中氧化皮去除模型研究

针对抛浆除鳞缺乏精确的氧化皮去除量与工艺参数相关数学模型的问题,以Q235热轧板带表面氧化皮为研究对象,依据能量守恒分析抛浆工艺中磨粒与水的混合浆体在冲击过程中的动能变化规律,根据应变能理论分析基体表面氧化皮在浆体冲击后的应变能变化规律,建立氧化皮去除量与抛浆工艺参数之间的数学模型.利用光滑粒子流体动力学,采用有限元ANSYS/AUTODYN模块,对抛浆过程中氧化皮与基体变形的过程进行模拟,采用抛、喷浆一体化除鳞实验平台进行抛浆除鳞实验.结果表明,当基体表面氧化皮应变高于临界应变时,氧化皮会破裂剥落;磨粒粒径对冲击范围增加率的影响与冲击速度的比值为105.35%∶24.14%,磨粒粒径对冲击深度增加率的影响与冲击速度的比值为233.67%∶5.86%,冲击范围有限元计算结果与实验结果最大偏差率为8.71%,冲击深度最大偏差率为8.55%.磨粒冲击次数解析法、有限元计算结果与实验结果一致,利用304不锈钢和45钢的抛浆除鳞实验结果验证了模型的广泛适用性.

The integration of remotely sensed data.allowed the successful characterization of the mineral alteration zones of the Oudiane Elkharoub area in the Northeastern part of Reguibat Shield using image transformation techniques. As both chemical and geochemical a.alyses showed significant Au, Ag, Cu, Pb, Mn, Cr, Ni, Th and Y anomalies, it’s very interesting to apply the remote sensing and GIS in mineral resources mapping. The remote sensing is a direct adjunct to the field, lithologic and structural mapping, and more recently, GIS has played an important role in the study of mineralization areas. The integration of several evidential maps highlighted the plausible areas with high concentrations of chlorite, epidote, kaolinite, calcite, alunite, hematite, illite and sulfur among other key mineral alterations that reflect the intensity of hydrothermal effects and the probable sites of ore bodies. The methodological approach integrates geological information acquired from Aster and Landsat 8 OLI/TIRS (Operational Land Imager/Thermal InfraRed Sensor) images and a multi-criteria GIS a.alysis. The superimposition of various lineament and hydrothermal alteration maps and the consideration of precious and base metal indicators allowed the zoning of sites likely to contain mineral concentrations. Remote sensing becomes an important tool for locating mineral deposits in its own right, when the primary and secondary processes of mineralization result in the formation of spectral anomalies. Reconnaissance lithological mapping is usually the first step of mineral resource mapping. This is complimented with structural mapping, as mineral deposits usually occur along or adjacent to geologic structures, and alteration mapping, as mineral deposits are commonly associated with hydrothermal alteration of the surrounding rocks. Ground truthing and laboratory studies including XRD a.alysis were utilized to verify the results.

目前,传统电压监测已无法满足电力系统的质量需求,由于过电压故障而引起事故的概率越来越高,因此,提出110kV及以下电压等级智能变电站过电压监测研究。设置过电压在线监测装置,保证能够准确地收集测量数据。利用传感器采集过电压信号,对电压传感器的幅度线性度、响应频率和带宽等方面进行高要求。选取与分析过电压的特征数据,反映波形特性的特征参数。实验结果表明,直接监测方法相较于本研究方法的最大幅值误差为530kV,间接过电压监测方法相较于本研究方法的最大幅值误差为277kV。证明了110kV及以下电压等级智能变电站过电压监测方法能够有效地检测出过电压的幅值,有较高的准确性。

Robust optimization is an approach for the design of a mechanical structure which takes into account the uncertainties of the design *** requires at each iteration the evaluation of some robust measures of the objective function and the *** a previous work,the authors have proposed a method which efficiently generates a design of experiments with respect to the design variable uncertainties to compute the robust measures using the polynomial chaos *** paper extends the proposed method to the case of the robust *** generated design of experiments is used to build a surrogate model for the robust measures over a certain trust *** leads to a trust region optimization method which only requires one evaluation of the design of experiments per iteration(single loop method).Unlike other single loop methods which are only based on a first order approximation of robust measure of the constraints and which does not handle a robust measure for the objective function,the proposed method can handle any approximation order and any choice for the robust *** numerical experiments based on finite element functions are performed to show the efficiency of the method.

The(1-x)NiCo_(2)O_(4)/x PbS(0≤x≤0.2)nanocomposite samples are synthesized using the hydrothermal and thermolysis *** different phases developed in the obtained nanocomposite samples are accurately determined using the x-ray diffraction technique equipped with a *** percentage of the formed phases(NiCo_(2)O_(4)(NCO),PbS,PbSO_(4)),structural and microstructure parameters are determined using Rietveld quantitative phase *** transmission electron microscope(TEM)images and Rietveld a.alysis reveal almost isotropic particle size in the nano range with a very narrow size *** obtained phase percentage of PbS and PbSO4are smaller than nominated values(x)suggesting dissolving of some Pb and S ions into NCO which is then confirmed by the a.alysis of Fourier-transform infrared(FTIR)spectra of nanocomposite *** absorption spectra are modified upon doping NCO with *** optical band gaps of the nanocomposites increase as the amount of PbS *** effect of alloying on extinction coefficient,refractive index,dielectric constant,optical conductivity,the intensity,and emitted color from the photoluminescence of the nanocomposite samples are also *** refractive index value of NCO and NCO-PbS nanocomposite samples exhibit normal *** photoluminescent measurements reveal that the NCO-PbS nanocomposites can emit a violet *** improvement in the values of the nonlinear optical(NLO)parameters of pristine NCO at high frequencies or the nanocomposite samples at low frequencies,are made them used in NLO photonic devices.

The problem of state feedback controllers for a class of Takagi-Sugeno （T-S） Lipschitz nonlinear systems is investigated. A simple systematic and useful synthesis method is proposed based on the use of the differential mean value theorem （DMVT） and convex theory. The proposed design approach is based on the mean value theorem （MVT） to express the nonlinear error dynamics as a convex combination of known matrices with time varying coefficients as linear parameter varying （LPV） systems. Using the Lyapunov theory, stability conditions are obtained and expressed in terms of linear matrix inequalities （LMIs）. The controller gains are then obtained by solving linear matrix inequalities. The effectiveness of the proposed approach for closed loop-field oriented control （CL-FOC） of permanent magnet synchronous machine （PMSM） drives is demonstrated through an illustrative simulation for the proof of these approaches. Furthermore, an extension for controller design with parameter uncertainties and perturbation performance is discussed.
