Strategic environmental assessment (SEA) in China has developed rapidly since it was introduced into China in the 1990s. Chinese government promulgated the environmental Impact Assessment Law of China (hereinafter referred to as the EIA Law) in 2002. In this law, it is stipulated clearly that regional and sector plans should be assessed. Through investigating materials and analyzing literatures, this article analyses the practical and academic study achievements of SEA in China that have been achieved since the EIA Law was implemented, probes into the current situation of the main level of SEA in China-plan EIA, then summarizes the development characteristics, and eventually, puts forward the development trends of SEA in China. The research conclusions can offer the foundations for comprehending systematically the progress of SEA in China.

By using high-pressure treatment, two mutant lines were obtained from agenetically stable japonica rice cultivar Bijing38. Genomic DNA of the mutant lines, together withthe original line (Bijing38), was either undigested or digested by Hpa ⅡIMspⅠ, and then subjectedto molecular analysis using two markers, ISSR and RAPD. Results indicated that changes in the PCRamplification profiles of both markers are apparent in the two mutant lines compared with theoriginal rice cultivar, suggesting that there had been both sequence changes and DNA methylationmodifications in the mutant lines. Southern blot analysis using diverse sequences, including twocellular genes (S2 and S3), a set of retrotransposons (Osr7, Osr36, Tos19 and more), and a MITEtransposon family (mPing and Pong), confirmed the results, and indicated that changes in DNAmethylation pattern, genomic structure, and possible activation of some transposons indeed occurredin the mutant lines. Moreover, these changes are stably maintained through selfed generations and indifferent organs. Thus, our results indicate that it is possible to obtain stable mutants in riceby high pressure treatments, and the molecular basis of the mutants may include both genetic andepigenetic changes. Therefore, high hydrostatic pressure seems a promising approach for plantmutagenesis.

This study was conducted to identify bacteria responsible for the elimination of sludge in an innovative gravel contact oxidation reactor (GCOR) and a conventional activated sludge reactor(ASR).Fluorescent in situ hybridization revealed thatα-,β-,γ- andε-Proteobacteria and Bacteroidetes were present in both *** the GCOR,γ-Proteobacteria accounted for 13%of the biofilm biomass on the carrier,whileα-,ε- andβ-Proteobacteria accounted for 12%.However,the predominant bacteria in the pores of the carrier in the GCOR were Bacteroidetes(18%),ε-Proteobacteria(13%),β- andα-Proteobacteria(10%) andγ-Proteobacteria(9%).Conversely,β-Proteobacteria(18%),Bacteroidetes(13%),α- andγ-Proteobacteria(12%) andε-Proteobacteria(5%) dominated the sediment community of the ASR.

The objectives of this study were to examine (1) optimal clutch size in great tits (Parus major) nesting in nest boxes; (2) variation in egg morphology and nestling growth rate with position in the laying sequence; and (3) hatching asynchrony and nestling survival as determined by infrared nest cameras. We collected data from 73 clutches in artificial nest boxes in the Zuojia Natural Preserve area in jilin Province, China, in 2005 and 2006, using infrared cameras to match laying order to hatching order for four nests. Egg morphology and growth rate were significantly affected by clutch size and position in the laying order. Overall, egg size and growth rate increased with position in the laying order. In general, it was diffcult to detect asynchronous hatching from observations alone, but data from our infrared cameras showed that early-laid eggs tended to hatch before later-laid eggs, leading to hatching asynchrony. However, females invested more into last-laid eggs and nestlings, reducing size asynchrony among the chicks and leading to higher survival rates of nestlings. Our results, therefore, provide support for the "brood survival" hypothesis rather than for the"brood reduction" hypothesis.

Heavy Metal Pollution in Soils on Railroad Side of Zhengzhou-Putian Section of Longxi-Haizhou Railroad, China

The pollution status and horizontal distribution of heavy metals (Ni, Pb, Cr, Zn, Cu, and Cd) in the soil on railroad side along the Zhengzhou-Putian section of Longxi-Haizhou Railroad were studied by collecting soil samples along a sampling section perpendicular to the railroad at the distances of 0, 10, 20, 30, 50, 100, 200, 300, and 500 m from the railroad edge. The concentrations of heavy metals in the sampling soils were higher than those of the control site. The concentrations of Pb, Zn, and Cd were found to be the highest in the soils at the railroad edge, and then decreased with increasing distance from the railroad. The highest concentrations of Ni, Cr, and Cu in soils were located at about 10-30 m from the railroad. Compared with the single factor pollution index (SFPI) of heavy metals calculated for the control site, the average SFPI from the sampling sites decreased in the order of Cr > Cd > Pb > Zn > Ni > Cu. There were notable negative correlations between the integral pollution index (IPI) of soil heavy metals at all sampling sites and the distances from the railroad. According to three IPIs calculated from the background values of heavy metals in och-aquic Cambisols, the heavy metal concentrations in the control soil, and the 2nd levels for soil heavy metals in GB15618-1995, the study area could be divided, based on the distances from the railroad, into four pollution zones: heavy pollution zone (0-10 m), medium pollution zone (10-50 m), slight pollution zone (50-100 m), and warning zone (100-500 m), respectively.

To identify ecotypic variation of L. chinensis, the physiological characteristics and environmental factors were measured and assessed for grey-green and yellow-green ecotypes of L. chinensis grown in the salt-alkalized and aeolian sandy soils. Although both ecotypes presented a similar salt-alkaline tolerance under the experimental conditions, they differed in several aspects. The L. chinensis grown in the aeolian sandy soils had higher water potential and chlorophyll content and lower proline content in their leaves than those grown in the salt-alkalized habitat, and the grey-green ecotype of L. chinensis in both types of soils had higher water potential, chlorophyll and proline contents than the yellow-green ecotype. Besides, grey-green ecotypes had higher salt-alkaline tolerance than the yellow-green ecotype. The stepwise regression analysis showed that soil conductance and pH value were the main ecological factors affecting the physiology of L. chinensis. From the natural distribution of the two ecotypes, we considered that salt-alkaline in the soils is the leading factor in determining ecotypic variation of L. chinensis. The two ecotypes were first named grey-green and yellow-green ecotypes respectively.

Land use changes are regarded as landscape pattern change driven by many interactive natural and social-economic factors. Different combination of physical geographical elements induced the difference of spatio-temporal pattern of land use change. There are four physical geographical regions in Mongolian Autonomou County of Qian Gorlos of jilin Province. Based on spatial analysis and statistical analysis, we conclude that the primary pattern of land use and the tendency of land use changes are all different in four physical geographical regions. During 1987 – 1996, the dominant land use change processes were from grassland or forest to arableland, from unused land to paddy and grassland to unused land. Though land use change is mainly affected by social and economic condition in short period, the composite characters of physical geographical elements controls land use dynamic process. The relationship between land use dynamic process and the character of physical geographical units differ in different regions. Possible human impacts on land use change are explored with application of buffer areas of series distance along main roads and radius around main settlements. A few models are built to describe the relationship between land use spatial change rates and distance to road and settlements. According to our result, the relationship with the proximity to roads was a negative liner function, with the change rate decreasing rapidly when moving away from roads. Within a distance of less 7.5km from main traffic lines, land use changes occur red more. The bulk of grassland was apt to be opened up for cultivation around the settlements and the transformation from dryland to paddy occurred within the distance of 1km away from settlements.
