The global robust exponential stability of a class of neural networks with polytopic uncertainties and distributed delays is investigated in this ***-dependent Lypaunov-Krasovskii functionals and free-weighting matrices are employed to obtain sufficient condition that guarantee the robust global exponential stability of the equilibrium point of the considered neural *** derived sufficient condition is proposed in terms of a set of relaxed linear matrix inequalities (LMIs),which can be checked easily by recently developed algorithms solving LMIs.A numerical example is given to demonstrate the effectiveness of the proposed criteria.

The aim of this paper is to develop an ordered weighted distance(OWD) measure,which is the generalization of some widely used distance measures,including the normalized Hamming distance, the normalized Euclidean distance,the normalized geometric distance,the max distance,the median distance and the min distance,***,the ordered weighted averaging operator,the generalized ordered weighted aggregation operator,the ordered weighted geometric operator,the averaging operator,the geometric mean operator,the ordered weighted square root operator,the square root operator,the max operator,the median operator and the min operator are also the special cases of the OWD *** methods depending on the input arguments are given to determine the weights associated with the OWD *** prominent characteristic of the OWD measure is that it can relieve(or intensify) the influence of unduly large or unduly small deviations on the aggregation results by assigning them low(or high) *** desirable characteristic makes the OWD measure very suitable to be used in many actual fields,including group decision making,medical diagnosis, data mining,and pattern recognition,***,based on the OWD measure,we develop a group decision making approach,and illustrate it with a numerical example.

The control strategy is very important for semiactive control or active control systems. An integrated intelligent control strategy for building structures incorpo rated with magnetorheological (MR) dampers subjected to earthquake excitation is proposed. In this strategy, the time-delay problem is solved by a neural network and the control currents of the MR dampers are determined quickly by a fuzzy controller. Through a numerical example of a three-storey structure with one MR damper installed in the first floor, the seismic responses of the uncontrolled, the intelligently controlled, the passiveon controlled, and the passive-off controlled structures under different earthquake excitations are analyzed. Based on the numerical results, it can be found that the time domain and the frequency domain responses are reduced effectively when the MR damper is added in the structure, and the integrated intelligent control strategy has a better earthquake mitigation effect.

No-wait flow shops with makespan minimization are classified as NP-hard. In this paper, the optimization objective is equivalently transformed to total idle-time minimization. The independence relationship between tasks is analyzed, and objective increment properties are established for the fundamental operators of the heuristics. The quality of the new schedules generated during a heuristic is judged only by objective increments and not by the traditional method, which computes and compares the objective of a whole schedule. Based on objective increments, the time complexity of the heuristic can be decreased by one order. A seed phase is presented to generate an initial solution according to the transformed objective. Construction and improvement phases are introduced by experimental analysis. The FCH （fast composite heuristic） is proposed and compared with the most effective algorithms currently available for the considered problem. Experimental results show that the effectiveness of the FCH is similar to that of the best methods but requires far less computation time. The FCH can also be efficient in real time scheduling and rescheduling for no-wait flow shops.

OVER the last decade, the H~∞ control has been recognized as one of the most effective tools for robust control. A lot of researches have been devoted to robust H~∞ problems for uncertain systems. Recently, Zhou et al., presented the notion of strongly robust H~∞ performance, which is an extension of quadratic stability and equivalent to robust H~∞ problem. However. only state-feedback controllers were discussed.

In this paper, we propose two new perturbation simplex variants. Solving linear programming problems without introducing artificial variables, each of the two uses the dual pivot rule to achieve primal feasibility, and then the primal pivot rule to achieve optimality. The second algorithm, a modification of the first, is designed to handle highly degenerate problems more efficiently. Some interesting results concerning merit of the perturbation are established. The paper presents a dynamic model intervened by urban design for the decision-making of land development intensity, which expresses the inherent interaction mechanism between lands based on the evaluation of land attributes and their similarity relationship. Each land unit is described with several factors according to their condition and potential for development, such as land function, accessibility, historical site control, landscape control, and so on. Then, the dynamic reference relationship between land units is established according to the similarity relationship between their factors. That means lands with similar conditions tend to have similar development intensities, which expresses the rule of the spontaneous urban development. Therefore, the development intensities of the pending lands can be calculated by the confirmed ones. Furthermore, the system can be actively intervened by adjusting the parameters according to urban design or planning intentions. And the reaction of the system offers effective support and reference for reasonable decision. The system with multiple intervention input is not only a credible tool for deriving development intensities, but also a platform to activate urban design conception. Above all, the system as a socio-technical tool integrates the optimization of form, function and environment, and embodies the principle of impersonality, justice and flexibility in the decision of land development intensity.

Measurement Study on Wind Characteristics of Typhoon Kalmaegi on the Sutong Bridge

The Sutong Bridge, a cable-stayed located in the southeast coastal area of china, is vulnerable to the Pacific typhoons. From the data measured by two 3D ultrasonic anemometers at the height of 76 m and 306 m, the wind characteristics （including 10-minute mean wind speed and direction, turbulence intensity and gust factor, power spectral density and integral scale of turbulence） of Typhoon Kalmaegi are analyzed The comparison of 10-minute mean wind velocity from the two anemometers vali- dates the reliability of wind data. The turbulence intensities （Iu, Iv, and Iw） show the decreasing trend as the mean wind speed increases. The mean value of Iv/Iu is 0.94, while that of Iw/Iu is 0.90. Discrepancy exists between field-measured power spectra and code-suggested spectra. Those results can enlarge the wind database of the southeast coastal area of china, and provide references for wind resistance evaluation of the bridge.
