Positioning for the Development of New Rural Financial Organizations

Based on regional differences,differences in the content and scale of economic activities,we analyze different levels of rural financial needs in china,using the system analysis *** types of financial need subject have characteristics of diversity and hierarchy in terms of financial needs,in need of different credit patterns and credit mechanisms for *** on this,we position the differentiated development of new rural financial organizations as follows:village and town banks should be established in the central and west regions and counties with the proportion of primary industry higher than the national average,to actively innovate upon loan types,support maintenance-oriented farmers, market-oriented farmers and small and medium-sized agriculture-related enterprises;loan companies and small loan companies can be established in the regions with the potential for development,lacking collaboration between economy and finance,to constantly explore the loan types and innovate upon the loan patterns for self-employed households,micro-enterprises and farmers;it is appropriate to establish rural credit union in the poverty-stricken areas with sluggish economic development and relatively isolated remote areas,to provide services for farmers and micro-enterprises, especially impoverished farmers,provide the business such as deposits,loans,and settlement for members,actively carry out business consulting services for members'poverty alleviation and income increase.

Interactive group decision making procedure based on uncertain multiplicative linguistic preference relations

Group decision making problems are investigated with uncertain multiplicative linguistic preference *** unbalanced multiplicative linguistic label set is introduced,which can be used by the experts to express their linguistic preference information over *** uncertain linguistic weighted geometric mean operator is utilized to aggregate all the individual uncertain multiplicative linguistic preference relations into a collective one,and then a simple approach is developed to determine the experts＇ weights by utilizing the consensus degrees among the individual uncertain multiplicative linguistic preference relations and the collective uncertain multiplicative linguistic preference ***,a practical interactive procedure for group decision making is proposed based on uncertain multiplicative linguistic preference relations,in which a possibility degree formula and a complementary matrix are used to rank the given ***,the proposed procedure is applied to solve the group decision making problem of a manufacturing company searching the best global supplier for one of its most critical parts used in assembling process.

As the credit industry has been growing rapidly,huge number of consumers’ credit data are collected by the credit department of the bank and credit scoring has become a very important issue. Usually,a large amount of redundant information and features are involved in the credit dataset,which leads to lower accuracy and higher complexity of the credit scoring model,so,effective feature selection methods are necessary for credit dataset with huge number of features. This paper aims at comparing seven well-known feature selection methods for credit scoring. Which are t-test,principle component analysis （PCA）,factor analysis （FA）,stepwise regression,Rough Set （RS）,Classification and regression tree （CART） and Multivariate adaptive regression splines （MARS）. Support vector machine （SVM） is used as the classification model. Two credit scoring databases are used in order to provide a reliable conclusion. Regarding the experimental results,the CART and MARS methods outperform the other methods by the overall accuracy and type I error and type II error.

After the PC and the Internet technology, Web Service technology is touted as the third IT technology revolution. Although the application range of Web Service is expanding in the areas of e-business and e-government. But the adoption of Web Service standard is still very slow. This paper introduces the Web Service technology standard system, based on the innovation diffusion analysis framework of technology-Organization-Environment (TOE) analyses the main factors affecting the adoption and diffusion of Web Service technology standards.

＜正＞Online auction has been popular increasingly in the modern world,and most commodities could be sold by the online auction,which could save time and *** main auction method is Price-Only auction,which only negotiation on *** fact,buyers always take quality,delivery time,terms of payment and other non-price attributes into consideration when they take part in the *** multi-attribute auction is an extension of the traditional auction mechanism,which considering other attributes in addition to the price of the item on *** it is essential to determine attributes weights,which are important to decide the winner during the auction,but it is also *** the paper proposes the method of fuzzy rough set to calculate attributes’ weights,in order to reduce the inaccuracy cased by human interference and improve operation *** then the weights are applied on multi-attribute electronic auction on the basis of reference ***,it takes second-hand car auction for example to illustrate the effectiveness of the method,which is used for reference developing second-hand commodity electronic auction.

In this paper,a generalized form of the symmetric Banzhaf value for cooperative fuzzy games with a coalition structure is *** axiomatic systems of the symmetric Banzhaf value are given by extending crisp ***,we study the symmetric Banzhaf values for two special kinds of fuzzy games,which are called fuzzy games with multilinear extension form and a coalition structure,and fuzzy games with Choquet integral form and a coalition structure,respectively.

A multi-criteria ranking method about interval-valued intuitionistic fuzzy sets is introduced into the automatic negotiation model to weaken the subjectivity of preference information report from negotiation *** evidential reasoning algorithms,the criteria values are aggregated and the interval intuitionist fuzzy sets of alternatives are obtained;considering the incomplete certain information on weight,a nonlinear programming model is developed and the weight of various attribute is *** niche genetic algorithm is proposed to search optimization and improve ***,a simulation testing shows the model is a feasible and effective,which can help negotiation Agents to reach quickly a mutually beneficial agreement objectively.

＜正＞The problem for uncertainty of information on the multi-attribute which exists in the e-commerce negotiation model,it is easy to describe but difficult to achieve an optimal solution owing to the high computational *** order to yield a top-quality deal and shorten the negotiation period,we propose an UEOWA decision making operator based on the application of vague mathematics to evaluate negotiators’ preference for different *** algorithm combining fuzzy membership with Bayesian learning mechanism is developed,which solves the concession problem during the process of multi-attribute *** experiment demonstrated that the model ensures the participants can reach a mutually beneficial agreement in a short *** computational study showed that the proposed algorithm is a feasible and effective approach for uncertainty of information on the multi-attribute negotiation problem.

＜正＞Based on self-organizing theory,this paper studies preventive measures of crisis in enterprises and establishes a synergetic crisis management pattern system（SCMPS） of manufacturing firms in order to enhance their competitiveness. According to the problems existing in management pattern of manufacturing firms,this paper finds that:synergetic crisis management pattern system is an integrated system which is consisted of four *** are technology subsystem,mission subsystem,human resources subsystem and organization structure *** paper studies the interrelationship of the four subsystems and regards the synergetic degree of the subsystems as the order parameter of the synergetic crisis management pattern *** the paper summarizes that when the order parameter is different,enterprises exist in different crisis *** this time,decision makers should take corresponding measures.
