为全面反映2023年我国药品不良反应监测情况，提高安全用药水平，更好地保障公众用药安全，国家药品不良反应监测中心组织编撰《国家药品不良反应监测年度报告（2023年）》。1.品不良反应监测工作情况2023年，国家药品不良反应监测中心在国家药品监督管理局的领导下，全面贯彻党的二十大精神，认真落实“四个最严”要求，按照“讲政治、强监管、保安全、促发展、惠民生”的工作思路，扎实有效开展各项工作，为药品监管提供科学有力支撑，切实保护和促进公众健康。一是体系能力建设纵深推进。贯彻落实《国务院办公厅关于全面加强药品监管能力建设的实施意见》《“十四五”国家药品安全及促进高质量发展规划》，加强对基层监测机构和医疗机构指导，督促药品上市许可持有人（以下简称“持有人”）落实主体责任，持续强化“一体两翼”工作格局。

This paper analyzes the seismicity in Bohai Sea,introducing a shape factor K to characterize the seismic risk distribution in sub-regions of the sea. Based on the seismic design ground motions for 46 platforms located in the Bohai Sea,a statistical analysis was performed for different peak ground acceleration (PGA) ratios at two different probability levels. In accordance with the two-stage design method,a scheme of two seismic design levels is proposed,and two seismic design objectives are established respectively for the strength level earthquake and the ductility level earthquake. By analogy with and comparison to the Chinese seismic design code for buildings,it is proposed that the probability level for the strength level earthquake and ductility level earthquake have a return period of 200 and 1.00 - 2500 years,respectively. The validity of these proposed values is discussed. Finally,the PGAs corresponding to these two probability levels are calculated for different sub-regions of the Bohai Sea.

In this study an integrated decision method for the multi-prediction results of tropical cyclone movements by using genetic algorithm (GA) has been adopted. A genetic learning artifi- cial neural network (GLANN) as a learning mechanism for track prediction was developed through training with the huge samples of typhoon tracks from 1.84 to 2002. The prediction of typhoon motion is to consider how to suit the dynamic change of environment, where typhoon passed through. The neural network structure is described by GA. A fitness function for choice of GA is given to approach the maximum of fitness (the minimum of the errors). Parallel comparing analyses for prediction abilities of unusual typhoon tracks in recent years by GLANN with multi-forecast methods were conducted. More types of cases were employed in the comparing analyses, which consist of the typhoon, Winnie, No.1., in 1.97, characterized by a long life over the ocean and in the mainland with severe effect on china, the 1. unusual typhoon tracks in the 1.90s, the tracks with landfall and affected action in 1.98 and the typhoons born in the Northwestern Pacific and the South china Sea in 2000, including the 24—48 h forecast, etc. The results indicated that for prediction ability of typhoon tracks, specially for unusual typhoons, GA decision-making developed in this study is superior to the others.

The relationship between the Asian-Pacific oscillation (APO) and the tropical cyclone frequency over the western North Pacific (WNP) in summer is preliminarily investigated through an analysis of ob- served data. The result has shown clearly that APO is significantly and positively correlated to the tropical cyclone frequency in the WNP. If APO is above (below) the normal in summer, more (less) tropical cyclones will tend to appear in the WNP. The present study also addresses the large-scale at- mospheric general circulation changes underlying the linkage between APO and the WNP tropical cy- clone frequency. It follows that a positive phase of summer APO is concurrent with weakened as well as northward and eastward located western Pacific subtropical high (WPSH), low-level convergence and high-level divergence, and reduced vertical zonal wind shear in the WNP, providing favorable envi- ronment for the tropical cyclone genesis, and thus more tropical cyclones will come into being, and vice versa.

The relationship between sea surface temperature (SST) east of Australia and tropical cyclone frequency over the western North Pacific (WNPTCF) is analyzed by use of observation *** WNPTCF from June to October is correlated negatively to spring SST east of *** the spring SST is in the positive phase,a cyclonic circulation anomaly in the upper troposphere and an anticyclonic circulation anomaly in the lower troposphere prevail over the western North Pacific from June to October,concurrent with an anomalous atmospheric subsidence and an enlarged vertical zonal wind *** conditions are unfavorable for tropical cyclone genesis,and thus WNPTCF *** negative phase of the spring SST east of Australia leads to more tropical cyclones over the western North *** spring SST east of Australia may give rise to simultaneous change in tropical atmospheric circulation via the teleconnection wave train,and then subsequently affect atmospheric circulation variation over the western North Pacific.

Reconstruction of precipitation variation from tree rings in recent 1.00 years in Delingha, Qinghai

Using seven well-replicated Qilian juniper (Sabina przewalskii Kom.) ring-width chronologies developed at Zongwulong and Shalike Mts. in the northeastern part of the Qaidam Basin annual precipitation from previous July to current June in the recent 1.00 years was re- constructed for Delingha. The reconstruction can capture 63.1. of precipitation variance and the equation was stable over time. For the reconstructed precipitation, wet periods occurred in AD1.20—1.33 and 1.33—2001. whereas dry intervals in 1.29—1.1. and 1.34—1.41. In ad- dition, the magnitude in precipitation variation was lower before 1.30 with about 1. mm, but it increased to 30 mm during the period of 1.30 to 1.50. After 1.50, the precipitation variance de- creased again. In contrast to the increase in temperature, a decrease in annual precipitation was evident since the 1.90s. The agreement in low-frequency variation between the reconstruction and the glacier accumulation and particulate content in Dunde ice cores during the recent several hundred years suggested that the precipitation reconstructed in this study was rather reliable, and represented a regional signal. This 1.00-year reconstruction could benefit our understanding of climatic variation in decadal to century-scale in this region, and provide basic data to climate models and to prediction of future climate in the 21.t century.

Due to severe water scarcity, water resources used in agricultural sector have been reduced markedly in Hetao irrigation district. Application of water-saving practices (WSPs) is required for the sustainable agricultural development. The human activities including WSPs and increase of groundwater abstraction can lower down the groundwater table, which is helpful to the salinity control. Meanwhile, an excessively large groundwater table depth may result in negative impact on crop growth and fragile ecological environment. In this paper, the Jiefangzha irrigation system in Hetao irrigation district was selected as a typical area, a groundwater flow model based on ArcInfo Geographic Information System (GIS) was developed and implemented to quantify the effect of human activities on the groundwater system in this area. The preand post-processing of model data was performed efficiently by using the available GIS tools. The time-variant data in boundary conditions was further edited in Microsoft Excel with programs of Visual Basic for Application (VBA). The model was calibrated and validated with independent data sets. Application of the model indicated that it can well describe the effect of human activities on groundwater dynamics in Jiefangzha irrigation system.
