In order to promote cleaner production in china, a package of policy options was presented based on the identification of the barriers encountered in the CP demonstration project and the effectiveness and feasibility of policy options for the CP implementation were analyzed. Furthermore, the policy mechanism framework was given, which composes of compulsory, economic incentive, social pressure and supportive function. Finally, the implementation strategy of the policy mechanism, in which the emphasis will be changed from compulsory policy options towards economic and social pressure policy options, was proposed.

We consider a serial production system with machine breakdowns, where the machine at each station alternates between up and down states with exponential up and down time distributions. To obtain insight about the optimal production strategy, we focus on one production station. Its production process (output) and that of the previous station (input) are modeled by point processes with stochastic intensities. Our objectives is to control both input and output intensities such that expected discounted profit is maximized. We show that the optimal control policy is of a threshold type which is characterized by two threshold *** each station in the serial system has reliable machines, the well known Kanban production strategy, which was first developed in Toyota Motor Co. of Japan, is usually used to control the production process at each station. Our result in this paper implies that, among other things, the traditional Kanban control rule has to be modified if the production environment is random.

Optimal frequency-hopping sequences can be constructed from cyclic (v, K, 1)-PBDs. A (v, K, 1) difference family can be used to construct a (v, K, 1)-PBD. A lot of work has been done on the existence of (v, k, 1) difference families when K = {k} is a singleton. For K = {3, 4}, it is proved that for each prime power v ≡ 1 (mod 18) and v 19, there exists a balanced (v, K, 1) difference family. In this paper, it is proved that there exists a balanced (v, {3, 6}, 1) difference family for each prime power v ≡ 1 (mod 36) and v 37. An infinite class of optimal frequency-hopping sequence is then obtained.

The Wenchuan Earthquake that occurred in May of 2008 caused damages to large areas of Sichuan,Gansu,and Shaanxi provinces in *** from local governments and related management agencies show that the giant panda nature reserves in the earthquake-hit areas were heavily *** estimates in this paper of the impacts of the earthquake on the giant panda in the earthquake-hit areas were made based on the interpretation of remote sensing images and information collected by field survey.A rapid assessment method was designed to estimate the damages of the earthquake on giant panda *** using visual interpretation methods,we decoded the remote sensing images of the disaster area in the 49 giant panda nature *** results showed that the Wenchuan Earthquake and the succeeding secondary geological disasters caused great damages to the giant panda nature reserves and disturbed the normal life of the giant pandas there (e.g.,landscape fragmentation increased significantly).Undoubtedly,the life of the giant pandas there was ***,although the earthquake caused certain impacts on the giant pandas,it did not really threat their *** so,we still strongly advocate for protection of the giant pandas,and have prioritized a couple of measures to be taken to restore the giant panda nature reserves in the earthquake-hit areas.

In network service systems, satisfying quality of service (QoS) is one of the main objectives. Admission control and resource allocation strategy can be used to guarantee the QoS requirement. Based on partially observable Markov decision processes (POMDPs), this paper proposes a novel admission control model for video on demand (VOD) service systems with elastic QoS. Elastic QoS is also considered in resource allocation strategy. policy gradient algorithm is often available to find the solution of POMDP problems, with a satisfactory convergence rate. Through numerical examples, it can be shown that the proposed admission control strategy has better performance than complete admission control strategy.

The matching law is one of the basic empirical laws in decision theory,and it states that a subject’s preference to optional targets depends on which choices are *** this paper,we study the possible mechanisms that explain why subjects’ decisions often obey this *** the basis of reinforcement learning theory,we put forward a decision-making model in which the policy is updated by a policy parameter,and the model might be implemented in the brain through the prefrontal cortex and the basal ganglia neural *** on this model,an algorithm that satisfies the matching law is derived under some simple *** analysis and simulation results show that the decision behavior achieved by the algorithm obeys the matching *** addition,the matching behaviors in two classical experiments are reproduced using the *** results provide a reasonable strategy for the matching law and a useful computational tool for rewarded decision-making tasks.

Unquestionably,aircraft industry plays an important part in both economy and security of a ***,few of articles have dealt with the spatial development of this industry *** purpose of this article is to analyze the dynamics of agglomeration and diffusion of aircraft *** a historical view,with some spatial analysis methods,this research discusses the characteristics and patterns of aircraft industry's spatial organization and evolution,globally,nationally and regionally *** find out there is a ‘Matthew effect' in aircraft industry of the world,and the spatial evolution of the industry is consistent with the nation's industrialization ***,it concludes that the main agglomeration forces consist of capital,talents,technology and cluster's advantages,and the main diffusion forces include comparative advantages,cost and risk sharing,emerging markets,development policy for backward regions and military *** the factors can be divided into market forces making the spatial development of aircraft industry normal and non-market forces making that *** particular,lessons from the USA and France are expected to be conducive to the rise of china's aircraft industry in the future.

We study a production-inventory system having a machine, a storage facility. The demand for the product is governed by an Erlangian demand arrival process, where demand sizes are independent and identically distributed random variables. A two-criticalnumber policy (m, M) is used to control a machine's setups and shutdowns, namely, a machine is shut down whenever the inventory level reaches M, and resumes operating only when the inventory level falls below the critical number m(m ≤ M). We obtain the steady state distribution of the inventory process and some performance measures of the process.
