It has been generally recognized that strategic environmental assessment integrates environment and development into decision-making and becomes an important decision-making tool for implementing sustainable development. This paper firstly introduces the relationships of SEA, public participation(PP)and information publicity(IP),then discusses the key parts in enforcing the effective process of PP: They are the methods for how to make sufficient information open (What), when to implement PP (When), who will determinate the public (Who), and how to make the models of PP (How). Six cases are compared and analyzed. At last, ways to improve the effectiveness of PP in china is also presented.

A Deniable Authenticated Key Agreement Protocol

This paper presents a deniable authenticated key agreement protocol. This protocol can provide an authenticated session key while the sender and the receiver can deny their involvement in such a protocol if the protocol is executed successfully. Then both can deny their transmitted messages protected by the authenticated session key. If this protocol fails, no authenticated session key can be established and no protected messages can be transmitted. The protocol can be proved secure against key compromise impersonation attack. The protocol employs a new method to isolate a session key from confirmation keys.

Synthesis and Characterization of a Novel pH-sensitive Complex for Drug Release

A novel pH-sensitive complex was prepared by using oxidized konjac glucomannan and 4-aminosalicylic acid （4-ASA） through glutaraldehyde as a cross-linking agent. The product was characterized by FTIR and 13C NMR spectra, and the thermogravimetric analysis was also studied. The drug release studies in vitro showed that the amount of 4-ASA released from the complex was about 4%, 56% and 17% after 12 h at pH 1.2, 6.8 and 7.4, respectively. The data demonstrate that the rate of the drug release of the complex can be more effectively controlled by pH value. The results showed that the novel pH-sensitive complex could be potentially useful for colon-targeting drug delivery system.

Two new ruthenium(Ⅱ) complexes, [Ru(btz)3](ClO4)2 (1) and [Ru(btz)(dppz)2](ClO4)2 (2) (btz = 4,4′-bithi-azole, dppz = dipyrido[3,2-a:2′,3′-c]phenazine), have been synthesized and characterized by elemental analysis, 1H NMR, ES-MS and X-ray crystallography. The DNA binding behaviors of two complexes have been studied by spectroscopic and viscosity measurements. The results suggest that complex 1 binds to CT-DNA via an electrostatic mode, while complex 2 via an intercalative mode. Under irradiation at 365 nm, both complexes were found to promote the cleavage of plasmid pBR 322 DNA from supercoiled form Ⅰ to nicked form Ⅱ. The mechanism studies reveal that singlet oxygen 1O2 and hydroxyl radical (OH-) play a significant role in the photocleavage process.

Three Ru(Ⅱ) complexes [Ru(bpy)2(1-IQTNH)](ClO4)2 (1), [Ru(bpy)2(2-QTNH)](ClO4)2 (2) and [Ru(bpy)2(3-IQTNH)](ClO4)2 (3) (bpy = 2,2′-bipyridine, 1-IQTNH = 6-(isoquinolin-1-yl)-1,3,5-triazine-2,4-diamine, 2-QTNH = 6-(quinolin-2-yl)-1,3,5-triazine-2,4-diamine, 3-IQTNH = 6-(isoquinolin-3-yl)-1,3,5-triazine-2,4-diamine) have been synthesized and characterized by elemental analysis, 1H NMR spectroscopy, electrospray ionization mass spectrometry and X-ray crystallography. The electrochemical and spectroscopic properties of the complexes differ from those of [Ru(bpy)3]2+ owing to the structural differences between the ligands and their complexes.

In this paper,we propose a robust perceptual hashing algorithm by using video luminance histogram in *** underlying robustness principles are based on three main aspects:1) Since the histogram is independent of position of a pixel,the algorithm is resistant to geometric deformations; 2) the hash is extracted from the spatial Gaussian-filtering low-frequency component for those common video processing operations such as noise corruption,low-pass filtering,lossy compression,etc.; 3) a temporal Gaussian-filtering operation is designed so that the hash is resistant to temporal desynchronization operations,such as frame rate change and *** a result,the hash function is robust to common geometric distortions and video processing *** results show that the proposed hashing strategy can provide satisfactory robustness and uniqueness.

Marine sediments collected from the Zhujiang(Pearl) River Estuary(ZRE) and South china Sea(SCS) were utilized to study the occurrence and spatial distribution of tetrabromobisphenol A(TBBPA) and hexabromocyclododecane(HBCDD).The levels of TBBPA and HBCDD in sediments ranged from not detected(nd) to 6.14 ng/g dry weight(dw) and nd to 0.42 ng/g *** concentrations in marine sediments were substantially higher than *** concentrations of TBBPA and HBCDD in the ZRE sediments were significantly greater than those in the SCS.α-HBCDD(48.7%) and γ-HBCDD(46.2%) were the two main diastereoisomers of HBCDD in sediments from the ZRE,with minor contribution of β-HBCDD(5.1%).HBCDD were only found in one sample from the northern *** enantiomeric fraction of α-HBCDD in sediments from the ZRE was obviously greater than 0.5,indicating an accumulation of(+)-α-*** enantiomers of HBCDD were not measured in sediments from the *** work highlighted the environmental behaviors of TBBPA and HBCDD in marine sediments.

A simple method is introduced for the preparation of large-area films of molybdenum trioxide （MoO3） microbelts. It is found that such films can be grown on indium tin oxide （ITO） glasses or silicon substrates at low temperatures by thermal evaporation deposition in air without using catalyst. Field emission measurements show that the turn-on field of the MoO3 microbelts is as low as 2.2 V/μm required to obtain a current density of 10 μA/cm^2, The combination of the simplicity of the growth method and the attractive field emission performance makes it a potential low-cost technique for the preparation of large-area field emission cold cathode material.

Members of the caveolin family played important roles during fundamental cellular processes,such as regulation of cell morphology,migration,and gene expression in muscle *** this study,caveolin-1 (Cav-1),one of the caveolins,was identified from longissimus dorsi muscle of Large Yorkshire pig and Chinese indigenous Lantang pig based on the results of mRNA differential display *** deduced amino acids sequence of the porcine Cav-1 contained a caveolin domain,and was very conservative among different *** Cav-1 mRNA was widely expressed in the eight tissues in this study,including heart,liver,kidney,encephalon,spleen,lung,longissimus dorsi muscle,and back fat, and the highest expression quantity was found in back fat of the two pig *** expression quantity of porcine Cav-1 in back fat and longissimus dorsi muscle of Lantang pig was significantly higher than that of Large Yorkshire(P<0.01,and P<0.05,respectively).These results suggested that the Cav-1 might be a candidate gene for carcass traits,and might provide valuable information for understanding the mechanism of caveolae signaling in fat deposition by using the animal model of pig.
