Loss and damage caused by extreme climate events have attracted increasing *** 28th conference of the Parties to the United Nations Framework Convention on Climate Change(hereinafter referred to as the Convention)has agreed to adopt Loss and Damage Fund agreement,which identified the source of funding and the funds to be entrusted to the World ***,there is still ambiguous that how to allocate the funds could accelerate the effectiveness of meeting the needs for developing ***-disaster prevention and preparedness is one of the most effective measures to deal with loss and damage,which closely related to *** studies rarely analyzed quantitatively the financial needs of pre-disaster prevention and preparedness relating to adaptation to reduce loss and *** on the official reports submitted by countries under the Convention,this study analyzes the annual change in the total financial support provided by developed countries to developing countries,the proportion of pre-disaster prevention and preparedness in the adaptation needs of developing countries,and the progress in raising the current annual funding target of 100 billion USD for developed countries,to reveal the financial and technical challenges facing by developing countries on addressing loss and *** results show that by 2030,the total adaptation financial needs of developing countries are estimated to be about 3.8 trillion USD,of which pre-disaster prevention matters account for about 9%.Therefore,by 2030,developing countries will need about 342 billion USD in pre-disaster prevention and preparedness finance to withstand loss and *** addition,developing countries face a lack of technical methods to quantify information about their *** on the above analysis,this study puts forward countermeasures and suggestions,including strengthening the allocation amount of loss and damage fund on pre-disaster warning,prevention and control actions,and

2023年8月13日至18日,第31届国际制图大会在南非开普敦举行。本文首先简要介绍了第31届国际制图大会概况。然后,在详细分析大会专题报告的基础上,重点归纳和总结了国际上地图制图学在基础理论、地图制图与地理信息技术、地图数据、地图产品、空间数据基础设施建设、公众应用、可持续发展和历史文化伦理八个方面的研究新热点,并分析得到了以下特点:一方面地图制图更加注重多要素融合制图、用户/场景体验增强和快速制图能力;另一方面,地理信息技术在多模泛在感知、大数据融合处理、人工智能分析、知识构建与服务等方面不断深化;此外,面向资源管理、生态保护、社会发展等的全球/区域/国家/城市可持续发展应用,已成为各国政府机构、科研机构、产业企业等共同努力的热点方向。另外从国际地图大赛获奖地图可以看出地图可视化方法融入了更多的现代元素和文化印记,更加注重“人-图”互动。最后,探讨了大数据与人工智能时代地图制图学在理论体系、技术方法和应用服务方面的发展趋势,并对我国地图制图学科发展与国际合作提出了建议。

Many management strategies are available for pancreatic neuroendocrine neoplasms with liver ***,a lack of biological,molecular,and genomic information and an absence of data from rigorous trials limit the validity of these *** review presents the viewpoints from an international conference consisting of several expert working *** working groups reviewed a series of questions of particular interest to clinicians taking care of patients with pancreatic neuroendocrine neoplasms with liver metastases by reviewing the existing management strategies and literature,evaluating the evidence on which management decisions were based,developing internationally acceptable recommendations for clinical practice,and making recommendations for clinical and research *** review for each question will be followed by recommendations from the panel.

Background:Identifying a potentially difficult airway is crucial both in anaesthesia in the operating room(OR)and non-operation room *** are no guidelines or expert consensus focused on the assessment of the difficult airway before,so this expert consensus is developed to provide guidance for airway assessment,making this process more standardized and accurate to reduce airway-related complications and improve ***:Seven members from the Airway management Group of the Chinese Society of Anaesthesiology(CSA)met to discuss the first draft and then this was sent to 15 international experts for review,comment,and *** Grading of Recommendations,Assessment,Development and Evaluation(GRADE)is used to determine the level of evidence and grade the strength of *** recommendations were revised through a three-round Delphi survey from ***:This expert consensus provides a comprehensive approach to airway assessment based on the medical history,physical examination,comprehensive scores,imaging,and new developments including transnasal endoscopy,virtual laryngoscopy,and 3D *** addition,this consensus also reviews some new technologies currently under development such as prediction from facial images and voice information with the aim of proposing new research directions for the assessment of difficult ***:This consensus applies to anesthesiologists,critical care,and emergency physicians refining the preoperative airway assessment and preparing an appropriate intubation strategy for patients with a potentially difficult airway.

Telehealth was defined as the use of information, computers and telecommunication technologies to provide health related services when health professionals and patients are separated by a distance This new medical model involves video-conference, transmission of images, e-health portals, remote monitoring of vital signs, and continuing medical education as a whole to help patients to improve health care. It should consist of three parts, including the patient client, the specialist and the connector （platform and intemet）.

Accurate forecast of future container throughput of a port is very important for its construction, upgrading, and operation management. This study proposes a transfer forecasting model guided by discrete particle swarm optimization algorithm (TF-DPSO). It firstly transfers some related time series in source domain to assist in modeling the target time series by transfer learning technique, and then constructs the forecasting model by a pattern matching method called analog complexing. Finally, the discrete particle swarm optimization algorithm is introduced to find the optimal match between the two important parameters in TF-DPSO. The container throughput time series of two important ports in China, Shanghai Port and Ningbo Port are used for empirical analysis, and the results show the effectiveness of the proposed model.

This study aimed to investigate the effects of arsenic trioxide(As2O3) on the mitochondrial DNA(mtDNA) of acute promyelocytic leukemia(APL) *** NB4 cell line was treated with 2.0 μmol/L As2O3 in vitro,and the primary APL cells were treated with 2.0 μmol/L As2O3 in vitro and 0.16 mg kg-1 d-1 As2O3 in *** mitochondrial DNA of all the cells above was amplified by PCR,directly sequenced and analyzed by Sequence Navigatore and Factura *** apoptosis rates were assayed by flow *** DNA mutation in the D-loop region was found in NB4 and APL cells before As2O3 use,but the mutation spots were remarkably increased after As2O3 treatment,which was positively correlated to the rates of cellular apoptosis,the correlation coefficient:rNB4-As2O3=0.973818,and rAPL-As2O3=*** mutation types include transition,transversion,codon insertion or deletion,and the mutation spots in all samples were not constant and *** is revealed that As2O3 aggravates mtDNA mutation in the D-loop region of acute promyelocytic leukemia cells both in vitro and in *** DNA might be one of the targets of As2O3 in APL treatment.
