摘 要：The world’s population is ageing and Hong Kong is no *** is expected that in the year of 2036,one in every three people will be aged 65 years or above in Hong *** people are usually more vulnerable to chronic illness than younger people and residential care services will be necessary for many,if adequate care at home is not practicable or *** Hong Kong,there are now 792 residential care homes and they can be broadly categorized into subvented and self-financing homes operated by non-profit-making organizations(NGO),contractors and private enterprises Acute shortage of frontline workers is one of the greatest challenges in the residential care service industry for the *** is of paramount importance to retain and sustain the valuable workforce in the industry by giving due regard to their occupational safety and health(OSH) concerns and eliminating unsafe factors that could lead to ***,the Occupational Safety and Health Council conducted this study,from the perspectives of management and frontline workers,to give a picture of the occupational safety and health condition of these workplaces.A total of 185 residential care homes were recruited in this study,of which 185 managers and 1,120 frontline workers were *** results showed that approximately 40% of the private residential care homes required one care workers to take care of over 15 elderly persons(1:15),far exceeding the standard of 1:5 set up under the Government’s ’Enhanced Bought Place Scheme’,showing a significant shortage of care *** the minimum workforce requirement for different care levels of residential care homes has been stipulated in the ’Residential Care Homes(Elderly Persons) Regulation’,the standard of 1:5 was used for a more realistic *** addition,over half of the nurses(51%) and care workers(56.5%) complained about suffering from low back pain,where most of them(85.8%) related the pain to the lifting and transfe
