摘 要:In many countries and states around the world, governments are trying to position themselves in a globalized knowledge economy by investing strategically into innovation, science, new information and communication technologies, and the service industry, as opposed to the primary and secondary sectors. This economic strategy requires a highly educated and well-trained work force with qualifications acquired through postsecondary education. Consequently, many countries and states are currently developing public policy aimed at increasing access to postsecondary education for their citizens. For example, the Canadian province of Ontario has set as an objective to increase its population age 25-64 with some postsecondary education from 63 to 70 percent within the next 10 years. At the same time, the Chinese Politburo adopted an ambitious plan in May 2010 to increase access to postsecondary education from 33 to 60 percent by 2020. Likewise, the Indian Government aims at increasing access to postsecondary education from 12.5 to 30 percent by 2030.
