摘 要：In many countries lack of finance remains the overriding obstacle preventing the development of hydropower resources. In the developing world hydropower has traditionally been publicly funded using concessional loans, but in the current a situation these funds are becoming scarce and there is a need to mobilise other sources of finance, particular from the private sector. However the long-term, capital intensive nature of hydropower, and its high-risk profile, makes it unattractive to the private sector. This paper explores some of the issues arising from this dilemma, and suggests ways in which the situation might resolve in the future.
