Framework for Adaptive Water Resources Management in South Korea

摘 要：正In South Korea,the factors related to water resources have changed and water resources problems have occurred frequently in view of water quantity,quality,and ***,in the near future,it is predicted that climate change will affect water resources management,the purposes of water resources use will be diversified,and conflicts over water resources will be more complex. In this study,taking into account the above context,the concept and principles of adaptive management were incorporated into the water resources management of the Han River ***, because,in the study basin,related problems have complex relationships and high uncertainty,adaptive management is necessary to resolve them,incorporating learning and feedback into the *** incorporate expert opinions about the progress of water resources management into the framework for adaptive water resources management,interview surveys were performed;it was found that in order to improve the states of river basins in South Korea,it is necessary to make systematic plans and consistently implement them,to evaluate the results of measures from multiple perspectives once every three or five years,and to incorporate those results into management processes. Taking into account the findings,three frameworks for the adaptive water - use management,flood management,and environment and ecosystem management of the study basin were developed,respectively. In conclusion,to effectively achieve the goals and objectives of water resources management in South Korea,it is necessary to revise management processes,reflecting the expert opinions and to accommodate stakeholders’ participation.
