摘      要:The principle for dam safety management informationization for hydropower stations is to build a uniform platform with such characteristics as remarkable authority, completeness and timeliness for dam safety management and technical exchange of hydropower stations in the national electric power sector on the basis of modern communication and information processing technology, with reference to the overseas successful experience in this aspect and in consideration of the actual situation of dam safety management of hydropower stations in China. The whole system is composed of the main system set in Large Dam Safety Supervision Center (LDSSC) under State Electricity Regulatory Commission (SERC), the dam safety information branch systems in all responsible units, and the subsystems in all operating units of hydropower stations. The users can not only easily inquire about the related management laws and regulations, bylaws and dam safety archives, sort and analyze monitoring data, judge monitoring information and order information services on demand, but also collect on demand the monitoring data of the measuring points connected to the automatic monitoring system by Internet or mobile phone, so that they can understand timely the dam safety conditions when they are far away from the site. The system makes full use of such existing hardware resources as the Internet, electric power network, mobile communication network and automatic monitoring system and applies the present advanced technologies of Web Services, XML and intelligent client terminals in a flexible way. The test run over a year by a number of units has shown that the system design is reasonable and the operating performance is favorable and can be popularized and applied in the national electric power system.
