摘      要：正Those coal waste piled up in the open-air cause various safety hidden troubles such as pollution and geology disaster. Because of the inappropriate management, accidents often happen, and cause enormous economic losses as well as staffs casualty. The safety management of coal waste pile has many problems. Based on the systemic, dynamic, precautionary and continually improved characteristic of OSHMS, it discussed the safety management in the following perspectives:establish the complete safety management framework, restrict colligation management regulation, construct safety guarantee system, strengthen safety administration and examination, increase the technology research on the comprehensive utilization of coal waste, enlarge the investment of the remedial action of the disaster caused by coal waste pile, etc.
