CHALLENGES AND OPPORTUNITIES OF EDUCATIONAL PRIVATIZATION

摘 要：The PRC is experiencing a rapid expansion of education at all levels as economic opportunities require more and more education. At the moment there is a very high demand relative to the supply of enrollment openings, particularly in locations of rapid population expansion or where previous enrollments were low. This presentation will address both the benefits and challenges of promoting private schools within an overall regional and national educational framework. It will draw on the important work of Estelle James in explaining why private schools arise and expand. It will then set out four criteria for evaluating privatization: choice, efficiency, equity, and social cohesion. It will show that any plan must consider all of these criteria and must adjust public policy over time to assure that each is met to the degree that is necessary.
