摘      要：A problem so called PPP(Peele’s Permanent Puzlle)puzlles nuclear data community for years which makes the nuclear data evaluators to deal with the correlated data with difficulties,i.e.,when they use the least squares method to combine the correlated data sets the results obtained are unreasonable obvious-ly in some cases.
