Such strategic option geared to the digital economy in preparationfor the arrival of the knowledge economy will exert profound and far-reaching im-pact on the world economics and global competition in the new century. For this,the world major economies are making readjustments in their development strategies and working out new industrial policies in pursuit of commanding heights inthe world economic configuration or an invincible position in the 21st century.
