四川省突发事件能源供应保障应急响应的经验与启示——基于PSR模型的分析

摘      要：本文基于“压力–状态–响应(PSR)模型,借助事件史分析法对四川省2022年由于持续高温天气导致的突发事件能源供应保障政府响应过程进行梳理,构建突发事件能源供应保障下政府响应三个阶段的时序图。四川的经验表明,有效应对突发事件可从应急预案、应急预警体系以及应急治理机制三个方面进行提升。为四川省以及其他地方政府安全生产突发事件应急管理提供参考,以全面提高突发事件的应急处置能力,为社会治理体系和治理能力现代化提供“四川经验。Based on the “Pressure-State-Response (PSR) model, this paper uses the event history analysis method to sort out the government response process of energy supply guarantee in Sichuan Province in 2022 due to continuous high temperature weather, and construct a time series diagram of the three stages of government response under energy supply guarantee in emergencies. Sichuan’s experience shows that emergency response can be effectively dealt with from three aspects: emergency plan, emergency early warning system and emergency management mechanism. It provides a reference for the emergency management of production safety emergencies in Sichuan Province and other local governments, so as to comprehensively improve the emergency response capacity of emergencies and provide “Sichuan experience for the modernization of social governance system and governance capacity.
